At this point, the app pool that is stopped again is crashing because of a system issue. Wait a couple of minutes to see if the app pool stays started or stops again. Then I start the app pool, (all sites still stopped). If it is stopped, then I move on to stopping the app pool, then stopping website(s) associated with that app pool. My normal reaction to a stopped application pool is to try to start it again, wait a couple of minutes and check to see if it is running or stopped again.
